In January of 2006, the mayor of Hadera, Mr. Hayim Avitan, and the president of the Institute for Democratic Education, Mr. Yaacov Hecht, signed an agreement that calls for the establishment of the Givat Olga Pioneer Program.
The Pioneer Program is a unique and groundbreaking program. Its mission is to instigate renewal in the underserved Givat Olga neighborhood and its surroundings and to promote a high standard of living in the neighborhood. Its vision is to attract to the area those who wish to partake in the creation and dissemination of a new Israeli culture.

The Program's Five Phases:
1. A Pioneer Group will relocate to the neighborhood and lead the program's initiatives.
2. A Democratic School will open, offering the highest quality education to all. The school will be free of charge and welcome both students residing in Givat Olga and elsewhere.
3. A Future Center will serve as a forum for all residents, old and new, to converse and design their future neighborhood together.
4. An Incubator for Social and Economic Entrepreneurship will offer residents the professional training needed to realize the future they design within the Future Center.
5. An Institute for Social Pioneers will offer training in the field of social change, placing Givat Olga at the forefront of the social change movement in Israel.
